What is the New Oleh Car Tax Benefit?
In 2026, there are three main ways to secure your slot.

Buying a Car in Israel:
Eligibility Checklist
To walk into a dealership and get the discount, you must have:
A Valid Foreign License: Issued at least 3 months before your Aliyah date.
A Teudat Oleh: Your physical blue booklet.
Israeli License (The 2026 Rule): You can buy a car in your first year using your foreign license, but you must convert it to an Israeli one within that first year. If you don't, you'll have to pay the tax back!

The Step-by-Step Purchase Process
Find your car: Visit a dealership and tell them you are an Oleh Chadash (עולה חדש).
Get an "89 Number": This is a temporary ID number from the Tax Authority if you haven't converted your license yet.
The Escrow (ערבות): You will likely need a bank guarantee (ערבות בנקאית) for about 30% of the tax value until registration is final.
Release from Customs: Your dealer will help you "release" the car from the Customs office.

What you need: Both the buyer and seller must be present with their Teudat Zehut. If you are using your Oleh rights, ensure you have your Teudat Oleh and the Customs Clearance (שחרור ממכס) paperwork.
The Cost: There is a small administrative fee (usually around 230 NIS) paid at the post office.
Online Option: If it is a standard sale (not restricted by customs), it can be done on the Gov.il website. However, for Olim benefits or "Passport to Passport" sales, doing it in person at the Post Office is safer to ensure the tax restrictions are handled correctly.
